Longevity and integrity

Waggoner, Irwin, Scheele and Associates Inc. (WIS) began in 1979 with two former public administrators: current founding partner R. Kent Irwin and the late O. Samuel Waggoner. Dr. Raymond H. Scheele joined as partner in 1983.

Working from a historic building in downtown Muncie, they fanned out across the state and beyond with their personal, practical approach to human resources management.

Specializing in governmental agencies—including city, town and county organizations in more than 80 Indiana counties and places across the U.S.—WIS has worked with two state governors and a wide variety of educational institutions and police and fire departments, helping them become more equitable, efficient and effective in their work.
