R. Kent Irwin - President  E-mail Kent
Kent Irwin is a founding partner in the management consulting firm of Waggoner, Irwin, Scheele & Associates,
based in Muncie.  Prior to starting the firm in 1979, he served as the City of Muncie Community Development
Director.  Kent was appointed by former Governor Otis Bowen to the Indiana Advisory Board for Title 20
Programs.  His professional experience includes teaching government in public schools and public administration at
the university level.

Kent is responsible for coordinating local government consulting services that include recruitment, personnel policy
administration, supervisor training, job descriptions, compensation studies, efficiency audits, and compliance with
state and federal employment laws.

In 1989, Kent served on former Governor Evan Bayh's transition team with a team of experts who conducted an
efficiency study of state government operations.  Kent is a graduate of Ball State University where he received his
BS and MAE degrees. He regularly conducts seminars for professional organizations, and has qualified to be a
federal court expert witness providing research and testimony on behalf of management.  Kent is a recipient of the
Sagamore of the Wabash.


Raymond H. Scheele, Ph.D. - Vice President  E-mail Ray
Ray Scheele graduated from Valparaiso University and earned his doctorate in political science and public
administration at the University of Missouri-Columbia.  Ray currently teaches political science at Ball State
University and is the former chair of the political science department.  He previously taught political science at
DePaul University in Chicago, IL.

Ray has served as a member of the National Training Committee of the American Society for Public
Administration.  He designed the Executive Management Training Program, for which he was a recipient of the
National Award for Innovative Programming from the National Association of Schools for Continuing Education in
1986.

In 1997, Ray published his first book, Larry Conrad of Indiana: A Bibliography.  He has also published a number of
articles in various regional and national publications.

Ray ran for Superintendent of Public Instruction in 1983 and for the state legislature in 1994.  He is the former
Democratic Chairperson for the 2nd Congressional District of Indiana and has worked on numerous state and local
political campaigns.


Jay Perry - Senior Consultant  E-mail Jay
Jay Perry completed undergraduate studies at the University of Evansville and has completed Master’s Degree
coursework at Indiana University-Purdue University Indianapolis (IUPUI).  Jay's experience in local government
began with a position in the mayor's office in Muncie, Indiana, and he has worked as a personnel management
consultant with WIS since 1997.  He has conducted numerous workshops and training sessions on human
resources and management issues for firm clients, served as a frequent guest lecturer for Ball State University
classes and organizations, and written multiple articles for Indiana News 92 - the magazine of the Association of
Indiana Counties.

Jay specializes in job classification and compensation studies, operations reviews, internal investigations, and
development of personnel policies.


Addie Rooker - Senior Consultant  E-mail Addie
Addie Rooker graduated Summa Cum Laude from Ball State University with a degree in human resources
management.  

She has been a consultant with WIS since 2001.  

Her previous experience includes working in the human resources department at Borg Warner in Muncie.

Addie is responsible for developing and maintaining firm databases, project design, and coordination of information
gathering, research, and job description writing.


Paula Reimers - Senior Consultant  E-mail Paula
Paula Reimers has more than 15 years of progressive experience in human resource management and information
technology. Her professional career began as a Managing Partner with Simple Solutions, providing consulting
services in information technology and project management to numerous county governments.  

As the former County Coordinator/Human Resource Director for Whitley County Government, Paula brings our
clients a broad range of human resource management expertise and know-how in resolving complex personnel
issues.  Her experience includes recruiting, engaging, and developing key talent; employee relations; internal
investigations; and compliance with employment laws and regulations.

Paula attended Indiana University, Purdue University Fort Wayne, where she studied human resource management
and psychology.  She is an active member in several professional organizations.


Jennifer Bott, Ph.D. - Senior Consultant
Jennifer Bott, Ph.D. is a Human Resources Consultant and an Industrial and Organizational Psychology specialist.
She has spent more than 8 years helping organizations leverage their human capital.  Jennifer is certified as a Senior
Professional in Human Resources (SPHR) by the Society for Human Resource Management.  She graduated from
DePauw University and received her doctorate in Industrial and Organizational Psychology from the University of
Akron; and is the recipient of several academic honors, including the Presidential Commendation for Excellence in
Research Award from the University of Akron.

Jennifer is currently an Associate Professor of Management and Program Chair for the Human Resources program
at the Miller College of Business, Ball State University.  She is the author of numerous articles within national and
international publications.  Jennifer serves Ball State University as a member and Chair of multiple committees,
Advisor to the Ball State University Society for Human Resource Management Student Chapter, and Mentor to the
Business Fellows Program.  She is a member of several professional organizations; and a regularly featured speaker.
